[Al Kamen] Mitt Romney’s release Tuesday of his most recent tax returns — showing accounts in the Cayman Islands and Switzerland, no visible signs of a job (but earning $20-plus million a year), and a tax rate of just 14 percent — have been great fodder for his opponents and the media.

But that’s just his returns for 2010 and 2011. And he emphatically insists he will release no more.

Look for a flip-flop here.

Pressure will surely build for more records. His opponents and the media will start the always-annoying “What is he hiding?” drumbeat.

(That may intensify after people get a look at a Los Angeles Times article Thursday about how Romney didn’t include on his financial disclosure forms a number of on- and offshore accounts that are on his tax returns.) . . .

[ABC] As one of the wealthiest candidates to run for president in recent times, Romney has used a variety of techniques to help minimize the taxes on his estimated $250 million fortune. In addition to paying the lower tax rate on his investment income, Romney has as much as $8 million invested in at least 12 funds listed on a Cayman Islands registry. Another investment, which Romney reports as being worth between $5 million and $25 million, shows up on securities records as having been domiciled in the Caymans.

Official documents reviewed by ABC News show that Bain Capital, the private equity partnership Romney once ran, has set up some 138 secretive offshore funds in the Caymans. . . .

Bowing to pressure from his Republican rivals as well as the Democrats, Mitt Romney told reporters here Tuesday that he plans to release his federal income tax returns this spring and estimated his rate at about 15 percent. . .

His tax returns could shed light on how Romney and Bain use offshore strategies to avoid taxes, said Daniel Berman, a former U.S. Treasury deputy international tax counsel and now director of tax at Boston University's graduate tax program. . . .

On capital gains, Romney's tax returns would not reveal any gains that he has not yet realized, even though those gains would be easy for him to lock in at any time, Berman said.

"I remember as a young lawyer being surprised to see tax returns of very successful investors showing net losses - because they were recognizing net losses" but not yet factoring in unrealized gains, Berman said.

Romney's returns also might not spell out how much he benefits from a tax break used by private equity executives called the carried interest loophole.

This rule allows private equity and hedge fund managers to pay the 15 percent capital gains tax rate, rather than the top income tax rate, on a large portion of their earnings. . . .
